The diagram below maps how this actually works: city leadership (Management) stands up the OSPO and receives its reports, while the OSPO runs the concrete machinery of an open source program for the rest of the organization — compliance review, contribution approval, participation guidelines, and training — and measures the results. As the office matures, its relationship with the wider open source community deepens too: from simple communication, to funding the projects the city depends on, to actively contributing code and eventually leading initiatives within that community. That's the difference between endorsing open source as a value and running a program for it: a distinct office with the mandate to make agencies’ open source use consistent, secure, and reciprocal, instead of leaving it to whichever developer happens to be motivated.
